Four regulatory documents on Periodical Technical Inspections and Roadside Inspections of vehicles and their trailers were published in the Official Journal of the European Union, L173 of 8 July 2010, with the two Directives coming into force on the 20th of that month:
Periodical technical Inspections of motor vehicles and their trailers
a. Commission Directive 2010/48/EU of 5 July 2010 amending European Parliament and Council Directive 2009/40/EC of 6 May 2009
- With the exception of paragraph 3 of Annex II, Member States must comply with the provisions of this Directive by 31 Dec. 2011
- Member States must comply with paragraph 3 of annex II (about a Roadworthiness Certificate) by 31 Dec. 2013.
b. Commission Recommendation 2010/378/EU of 5 July 2010
- Member States are recommended to use these assessment guidelines to categorize the seriousness of failure.
Technical Roadside Inspections of commercial vehicles
a. Commission Directive 2010/47/EU of 5 July 2010 amending European Parliament and Council Directive 2000/30/EC of 6 June 2000
- Members States must comply by 1 Jan. 2012
b. Commission Recommendation 2010/379/EU of 5 July 2010
- Member States are recommended to use these assessment guidelines to categorize the seriousness of failure.

The TEG (Technical Expert Group) under CITA's work topic area on "Continuous Compliance" will give further lead in evaluating the impact of the changes associated with these four regulatory publications. CITA members will be contacted to identify further questions and issues to develop a collective understanding. A Working Group meeting will be organised after having collected the feedback from members to shave views on the outcomes.
