Dear CITA Member,
Dear Stakeholder,
On 19 March a first meeting was held, it was a great start with many participants from several countries in the African region. Also, persons outside the region participated to learn about PTI in Africa and share their experiences. Participants were very enthusiastic and several people told us that they were already looking forward for a next meeting. Today I have the pleasure to invite you for this second meeting to bring again together interested parties to exchange views on vehicle roadworthiness inspections "PTI - mandatory Periodical Technical Inspections of vehicles" for countries from Africa. A unique opportunity to broaden insights and discuss challenges ahead. We will also continue to work on a formal establishment of a CITA RAGA at the next CITA General Assembly taking place on 15 May 2013 in Seville, Spain. This General Assembly is also combined with the CITA 2013 International Conference, for which you find all details on the CITA website www.cita-vehicleinspection.org under "CITA conferences".
One of the outcomes of the first meeting was a list of topics put together by the delegates, to be addressed for the African region. This second meeting for PTI in Africa will be focusing on these topics:
- Items to be inspected, methods, definition of defects and guidelines for their assessment
- Inspection equipment
- Skills, training and application of staff
- Supervision of inspectors and enforcement of the system
- Exchange of technical vehicle specifications and inspection outcomes
- PTI of electronically controlled vehicle safety systems
- The role of Inspectorates
- Fraud management
- Public partnerships in roadworthiness regimes
Ron Oliver, CITA's Strategic Adbviser and former CITA President and CEO at the Vehicle and Operator Service Agency from the UK, together with Ferose Oaten, Managing Director at AVTS Roadworthy Stations from South Africa, will be leading the activities for this second CITA event for Africa. The final programme, based on the before listed topics will be distributed over the next month.

Concerne: Invitation Seconde Réunion Régionale du CITA pour le Contrôle Technique Périodique en Afrique, 27-28 février 2013, Afrique du Sud. "Formulaire d'Insciption / Registration Form"
Une première réunion eut lieu le 19 mars de cette année et ce fut un important coup d'envoi avec beaucoup de participants de différents pays du territoire Africain. Aussi des personnes d'autres régions externes ont participé pour connaître le CTP en Afrique et partager leurs expéricences. Les participants furent très enthousiastes et différentes personnes nous ont rapporté qu'elles se réjouissaient déjà d'assister à la prochaine réunion. Aujourd'hui, j'ai le plaisir de vous inviter à participer à cette seconde réunion et de rassembler de nouveau des partenaires intéressés pour échanger leurs avis sur le contrôle technique "CTP - Contrôles Techniques Périodiques obligatoires des véhicules" dans les pays d'Afrique. C'est une opportunité unique d'élargir ses vues à ce sujet et de discuter les défis à venir. Nous continuerons également notre travail en vue de la création officielle d'un CITA RAGA au cours de la prochaine Assemblée Générale du CITA, qui aura lieu le 15 mai 2013 à Séville, Espagne.
Cette assemblée générale est associée à la Conférence Internationale 2013 du CITA, dont les détails peuvent être consultés sur le site web du CITA à l'adresse www.cita-vehicleinspection.org sous l'onglet "CITA conferences".
Un des résultats de la première réunion consistait en une liste de thèmes, établie par les délégués à l'adresse des régions d'Afrique. La seconde réunion pour le CTP en Afrique se concentrera sur les thèmes suivants:

Tougher vehicle testing rules to safe lives
The European Commission has presented on 13 July 2012 its Roadworthiness Package with proposals to upgrade regulatory requirements for inspection of in-use vehicles (periodic technical inspections "PTI" and roadside inspections "RSI") and vehicle registrations.
Siim Kallas Vice President of the European Commission in charge of transport said "If you're driving a car which is not fit to be on the road, you're a danger to yourself and to everyone else in your car - your family, your friends, your business colleagues. What's more, you're a danger to all the other road users around you. It's not complicated; we don't want these potentially lethal cars on our roads.

Current EU regulatory requirements are setting minimum standards and have only being updated for minor issues since 1977. Technical defects have a significant contribution to road fatalities and electronic safety systems are even not checked at the moment. Therefore the European Commission proposes now to adopt new rules to toughen up the testing regime and widen its scope to cover current driver behavior and car technology developments.
Key issues covered under the proposals
- Periodic Technical Inspections "PTI"
- Introduction of the inspection of powered 2 and 3 wheelers (L-category vehicles), the inspection frequency shall be (4-2-1)
- Introduction of the inspection of light trailers (O2 category vehicles), the inspection frequency shall be (4-2-1)
- Increase the inspection frequency for older small passenger vehicle (M1 category vehicles), the inspection frequency shall be (4-2-1)
- Introduction of the inspection of agricultural vehicles with a design speed of over 40 km/h (T5), the inspection frequency shall be (1-1-1)
- Increase the inspection frequency for small passenger vehicles (M1 Vehicle category) and light commercial vehicles (N1 vehicle category) if their mileage is more then 160000 km, the inspection frequency shall be.
- Member States are allowed to introduce national requirements for vehicles exempted from the proposal:
- Vehicles of historic interest, based on a new definition
- Together with 3 other special classes of vehicles
- Introduction of minimum contents for a PTI certificate
- Introduction of minimum requirements for PTI inspection facilities and equipment
- Introduction of minimum requirements for competence, training and certification of inspectors performing PTI
- Quality Assurance supervision for autorised private bodies performing PTI
- Mileage readings with the objective to detect kilometer fraud
- Minor changes to the latest technical annexes with regard to "Minimum Requirements concerning the contents and methods of testing" and "requirements concerning the assessment of deficiencies of vehicles", as respectively part of the current PTI EC Directive 2010/3/378/EU and Recommendation 2010/48/EU.
- Requirements concerning the assessment of deficiencies of vehicles are now part of the proposed Regulation and not to be seen as a recommendation anymore.
- Roadside Inspections "RSI"
- Introduction of targeted inspections based on the risk profile for vehicle operators
- The scope is extended to light commercial vehicles and their trailers (Vehicles categories N1, O1 and O2)
- The yearly number of RSI inspections is linked to number of registered related vehicles for a Member State, at least 5%
- Introduction of a multiple level check. Initial check of the overall condition of the vehicle and then a detailed check if judged necessary.
- Introduction of requirements for inspection of cargo securing
- Requirements for harmonisation of the assessment of deficiencies and training of RSI inspectors.
- Introduction of more detailed reporting requirements
- Vehicle Registration
- Provide technical from type approval for roadworthiness inspections
- Longer term perspective
- Putting into place a harmonized data exchange system to reach finally mutual recognition of roadworthiness certificates based on harmonisation of roadworthiness inspections.

We have the pleasure to announcing the official publication of the TEDDIE Study
TEDDIE (TEst (D) DIEsel) Project
The overall objective of TEDDIE was to define new test procedures and equipment for measuring emissions of nitric oxide (NO), nitrogen dioxide (NO2) and particulate matter (PM) from diesel vehicles during periodic technical inspection (PTI).
The report is now published on the CITA website "TEDDIE"
TEDDIE was a project being funded by the European Commission Directorate-General for Mobility and Transport (DG MOVE) and therefor a public study, also being published on DG MOVE's webside under projects.

The CITA Bureau Permanent has appointed at its 138th meeting held on 8 Feb. 2012 Dr Thomas Klukas as its representative for the African region. The goal is to progress work under a CITA Interim Regional Advisory Group for Africa "Interim RAGA" to the stage where a recommendation can be put to the CITA General Assembly, taking place in Seville, Spain on 14 May 2013 to formally agree to the permanent establishment of a RAGA.
A kick-off meeting took place on 19 Mar. 2012 in South Africa. Full details are published on the secure "Members Only" section for CITA RAGA.
