At its discretion, the Bureau Permanent can authorise organisations from low-income developing countries, that would otherwise be required to become Full Members under the above definition, to be granted Provisional Membership until such time as the Bureau Permanent considers the cost of Full Membership to be proportionate to the organisation’s financial circumstances.
Provisional membership is not intended to be a permanent form of membership and is subject to review by the Bureau Permanent annually.
